Where can I find and verify my Registration email address?
Login to PSS. Then select Manage My User Profile from the My Account tile. Your Registration Email is listed under your last name. (This is NOT the same as the ELRC Online Invoices Notification Email address.) If it is incorrect, send an email to RA-eln@pa.gov, or contact the PELICAN Help Desk at 1-877-491-3818, and provide your correct email address and PSS User ID.
How can I change my Registration Email?

You may also change your Registration email address online by navigating to www.pelican.state.pa.us and clicking on the Edit Profile link to update your email address using the same User ID and password you use to access PSS.
How can I unblock an email address in my email?
Methods of unblocking email addresses vary based on your email program (Outlook, Gmail, Yahoo, etc.). Contact your email administrator to unblock a sender or have them unmarked as Spam or Junk. If you don't have an email administrator, access Help within your email program, search for "Unblock", and follow the instructions to unblock a sender. Unblocking a sender may not prevent emails from being moved to the Spam or Junk email folder. If you still do not receive emails from the unblocked address, check your email account's Spam or Junk email folder.
What can I do as the PSS Account Manager?
The PSS Account Manager is responsible for approving and managing the roles and access of all subsequent users for your organization.
Can my organization have more than one PSS Account Manager?
Yes. The first PSS Account Manager can assign that role to another user after they have linked to the organization.
How do I find who is the PSS Account Manager for my organization?
The PSS Account Manager name and email address is located on the Contact Us page - click the Contact Us link found at the bottom of every page.
I tried to create a User Account and received a message that my email is being used already. What do I do now?
Each User Account must have a unique email address. Users who share an organization email cannot share. To determine if there is another user from your organization using that same email address or to see if perhaps you already have a user account, contact the Help Desk.
Can a user have different roles for different locations?
No. A user may have access to multiple locations, but the roles will be the same for each.
I have both a PELICAN-ELN user name and a PSS user name. Can I consolidate them into one user name for both?
You should only have one user name for both applications. Contact the Help Desk to have this taken care of.
How can I delete access for a user who is no longer with my organization?
The PSS Account Manager can modify a user's access. The "deactivate user" button is found under Manage My Account - Manage Users - Modify User.
I received an email that a user has requested access and I am the PSS Account Manager- where do I go to approve/deny this request?
Click the Manage My Account tile on the PSS Home Page, and then click the Access Requests link.
I linked to my organization and got a message that I will be the PSS Account Manager. I don't want that role- what do I do?
Do not continue with the process. Determine who should be the PSS Account Manager within your organization, or contact your main office to have someone there determine that. The person who should be PSS Account Manager needs to link to the organization first. Once they have received approval that their PSS Account Manager role has been approved, they need to notify other PSS users that they may now link to the organization. The PSS Account Manager will approve all subsequent users' roles.
Does Provider Self-Service work with Firefox?

What are the formulas used to calculate provider pay rates to daily rates?
The following are the formulas used to do the conversions: Yearly to daily ¿(yearly ÷ 52) ÷ 5 Monthly part and full time to daily ¿(monthly rate ÷ 4.33) ÷ 5 Part Time hourly to daily¿ hourly rate x 4.5 Full Time hourly¿ hourly rate x 9
What is the definition of part time on the Rates page?
Part Time care is less than 5 hours of care per day. A child in care 4 hours and 59 minutes would have part time care.
I entered my rates into Provider Self Service but the ELRC says they can't see them. Why?
When rates are entered the information is saved in Provider Self Service. You must also click Submit to transfer the rates to PELICAN Child Care Works and then the ELRC can see the rates and so will parents who get referrals for care.
What are statewide closed days?
Statewide closed days are the traditional holidays when the state of Pennsylvania is closed. For example, if Christmas falls on a Saturday, the State is closed on Friday.
What do I do if my provider location is opened on a statewide closed day?
You can click on the pencil icon for the closed day and click delete to remove that day as a closure.
What types of child care facilities are regulated by the Department of Human Services?
The Department regulates three types of child care facilities: (1) Child Care Center - A child care facility in which seven or more children who are not related to the operator receive child care. (2) Group Child Care Home - A child care facility in which seven through 12 children of various ages or in which seven through 15 children from 4th grade through 15 years of age who are not related to the operator receive child care. (3) Family Child Care Home - A child care facility located in a home in which four, five or six children who are not related to the caregiver receive child care.

Three types of child care facilities must have a certificate of compliance (license) or certificate of registration from the Department of Human Services as described below. The facility's certificate must be displayed in a location where the certificate is visible to all parents. (1) Child Care Center - A child care center must have a certificate of compliance (license) in order to legally operate. (2) Group Child Care Home - A group child care home must have a certificate of compliance (license) in order to legally operate. (3) Family Child Care Home - A family child care home must have a certificate of registration in order to legally operate.

The child care regulations are the minimum health and safety standards for operating a child care facility. There are three Regional Offices located in Pennsylvania. Each Regional Office is assigned responsibility for facilities located in specific counties in Pennsylvania. Staff in the Regional Office can provide information regarding the laws and regulations relevant to child care facilities and can answer questions you might have regarding the requirements for operating a child care facility.
